Manny Pacquiao remains the richest member of the House of Representatives, based on the 2011 statement of assets, liabilities and net worth (SALN) he filed, a Congress official said yesterday.</p>
<p>Ricardo Bering, director of the Records Management Office of the House, declined to disclose the lawmaker’s actual net worth as he has to get permission first from Pacquiao.</p>
<p>Earlier, the Bureau of Internal Revenue (BIR) asked Paquiao to explain the alleged discrepancies in his income tax return.</p>
<p>In 2010, the popular congressman’s net worth was pegged at P1.13 billion, with no liabilities.</p>
<p>Bering said he expects all 284 House members to file their SALNs yesterday at the Office of the Secretary General.</p>
<p>Meanwhile, Bayan Muna party-list Rep. Neri Colmenares said that he personally filed his 2011 SALN at around 1:30 p.m. and showed the marked document, with a net worth of P697,701 to reporters. As in the past years, militant lawmakers were listed as among the poorest congressmen in 2010.</p>
<p><strong>Villars still richest couple</strong></p>
<p>Among the four copies initially gathered by reporters at the Senate yesterday, Sen. Manny Villar Jr. and his wife, former Las Piñas representative Cynthia Villar, seemed to have retained their position as the richest among the legislators, with their combined net worth of P854,213,716.</p>
<p>The submission of SALNs was given much focus this year since the senators are sitting as judges in the impeachment trial of Chief Justice Renato Corona.</p>
<p>Corona is facing three Articles of Impeachment, including his alleged failure to declare truthfully in his previous SALNs some of his properties and dollar accounts.</p>
<p>A senator-judge had once quipped that if Corona is found guilty over his SALNs, then scrutiny of the truthfulness of all senators’ SALNs should be next on the agenda.</p>
<p>In Villar’s SALN, he listed at least six residential houses acquired on various dates, mostly in Las Piñas City. The couple listed purchase as mode of acquisition. They also placed both the assessed and fair market values of the properties, which totaled P4,588,619.</p>
<p>The couple also listed investments in shares of stocks amounting to P219,228,941 and other real and personal properties pegged at P630,396,156 or a total of P849,625.097 in personal and other properties.</p>
<p>The Villars do not have any liabilities as reflected in the 2011 SALN.</p>
<p>A comparison of Villar’s SALN in 2010 showed that his assets increased from P725,221,964 to 2011’s P854,213,716. In 2009, Villar’s assets were higher at P947,883,619.</p>
<p>As in their previous SALN, the Villar couple listed business interests in Fine Properties, Inc., M.B. Villar Co. Inc., Macys Inc., Mooncrest Property, Hollinger Holdings, and the latest one acquired in 2011, Manuela Corp.</p>
<p>Two relatives in public office are Villars’ son, Rep. Mark Villar, and Mayor Vergel Aguilar, the senator’s brother-in-law.</p>
<p>Meanwhile, initial figures from Sen. Pia Cayetano’s staff showed that the senator’s assets decreased to P72,058,846.58 in 2011 compared to P76,775,628.71 in 2010.</p>
<p>Sen. Panfilo Lacson also filed his SALN with total net worth of P22,637,612.46 for 2011. His net worth in 2010 was pegged at P24.729-million, indicating a dip in his 2011’s net worth.</p>
<p>The former police chief’s assets include a lot acquired in 1989 in Silang, Cavite with current fair market value of P800,000 and building acquisition cost of P160,000.</p>
<p>Lacson placed the amount of P23,208,028.71 under cash on hand/bank; P3.5 million in jewelry; P1.2 million in furniture and antiques; stocks and investments, P9,217,500; motor vehicles, P1.5 million and assorted firearms at P800,000.</p>
<p>Lacson’s liabilities include an income tax payable of P1,597,916.25; and P15 million in loans payable.</p>
<p>There is a note saying that the senator was a co-borrower/guarantor with Megastar Realty on a bank loan of P100 million.</p>
<p>Sen. Antonio Trillanes IV’s net worth for 2011 showed a bit of increase compared to 2010.</p>
<p>Trillanes pegged his total net worth at P3,897,121.50.</p>
<p>Dubbed as the “poorest” among the senators last year, Trillanes listed three properties including a 240-square meter residential lot in Gen. Trias, Cavite; a 308-square meter residential lot in Antipolo City and a 60-square meter residential condominium with a parking slot in Parañaque City.</p>
<p>For all three properties, Trillanes listed both the assessed and fair market values as well as acquisition costs, which equates to P5.092 million, in his real property assets.</p>
<p>A total of P4.780 million was reflected in Trillanes’ personal property and other assets, which include cash on hand/bank accounts including AFPSLAI, PNSLAI and PAFCPIC at P1.520 million; jewelry, furniture and antiques etc at P475,000; investments (private insurance and premium PD) at P220,000; a Kia Rio and Toyota Grandia, both acquired through loans in 2011. The two vehicles had acquisition costs of P675,000 and P1.89 million, respectively.</p>
<p>Trillanes filed his SALN on March 20 this year, way ahead the April 30 deadline.</p>
<p>Trillanes, former renegade soldier turned senator, also listed P6,784,878.50 in liabilities, including two housing loans and two car loans.</p>
<p>He acquired a P1,753,696.01 housing loan with Pag-IBIG Fund, and another one with Bank of the Philippine Islands of P2,574,049.49.</p>
<p>The two car loans with PSBank were pegged at P2,457,133.</p>
<p>In his 2010 SALN, Trillanes listed assets totaling P3.836 million, which included a 120-square meter residential lot in Gen. Trias, Cavite; a 308-square meter lot in Antipolo; and a residential condominium in Parañaque worth P3 million. He had P3.880 million in loans as liabilities.</p>
<p>The STAR asked for certified true copies of the SALNs for 2011 of all the senators but a staff member at the Office of the Senate Secretary said they are still collating all the submitted documents, and the release of documents will likely be made within 15 days.<strong> (Philstar News Service, www.philstar.com)</strong></p>

<p>Jinkee, who has been here since lasts week to lend support to his husband, expressed no doubt the World Boxing Organization 147-pound belt will remain in this shore after he shall have disposed off his undefeated American challenger Timothy Bradley.</p>
<p>“Yeah, I have no doubt Manny will emerge the winner against Bradley when they meet June 9,” the pretty spouse of the eight-division champion said in an interview last Tuesday while watching her husband spar with a pair or Russian mates.</p>
<p>Jinkee said she is basing her prediction on how the Baguio camp, which officially closes tomorrow (April 3), went with nary a distraction to Pacquiao’s training regimen.</p>
<p>“The camp opened without any hitch and it looks like it will end sans the things that distracted him in his previous camp,” Jinkee assured.</p>
<p>“Manny now, in fact, is the Manny of old during the times he was lording it over tough opponents in the likes of legendary Oscar De La Hoya, Marco Antonio Barrera, Erik Morales, to mention a few,”  Jinkee reminisced.</p>
<p>“No more night outings after training. Nor attending this and  party in the middle of preparations. And more especially, no more gambling which more often than not distracted his attention.”</p>
<p>“Wala na rin yung tismis na nakikipag-date siya sa kung kani-kaninong babae. Na nagka-anak siya sa kung kani-kaninong babae,” she added. “Manny has really changed, I tell you.”</p>
<p>Jinkee, of course was referring to Pacquiao’s abandonment of all the vices he was associated with before he resorted to Bible-reading and preaching.</p>
<p>“Three weeks siya dito sa Baguio, ni hindi rin siya naglaro ng basketball na alam naman natsin na kinalulukuhan niya outside of boxing,” she said.</p>
<p>Jinkee said members of the Pacman’s organization believed to have driven him to get involved in vices, like  those giving him women, egging him to play poker nightly, gamble on billiards games  and engaged in cock-raising and cock-fighting have  been and soon will be sacked.</p>
<p>“I am very thankful nga na the distractions that came his way lately like the income tax thing, criminal charges allegedly filed against him medyo nawala na sa eksena,” she said.</p>
<p>“Sana nga mahinto na nang tuluyan o kaya pansamantrala hanggang matapos ang laban,” she said. “Sabagay, hindi naman nadi-distract si Manny sa mga yun. But you see, hindi naman si Manny lang ang sinisira nila eh.”</p>
<p>“Pati and bansa natin nadadamay, Jinkee remarked.” That is really what saddened him. Those people might not realize it but these attempts destroy  Manny are, on the contrary, destroying the country as well as the entire Filipino people  instead.”</p>
<p>“Actually, ang masyadong naapektuhan ang pamilya. Me and our  children. Kaming hindi naniniwala nandadaya siya sa pagbabayad ng buwis. Kaming hindi naniniwala na smuggler siya ng  ng used clothing under the guise of relief goods”  Jinkee bewailed.</p>
<p>“Alam mo, hindi rin naman biro-biro ang mga ipinamimigay ni Manny na tulong sa mga taong nangangailangan. Donasyon dito, donasyon doon sa mga may sakit, sa namamatayan. Sa ospital at iba’t-ibang institution. Kaya masakit para sa amin, di ba?” she lamented.</p>

Pacquiao has expressed elation with the success of his P8-million cattle dispersal project in this municipality.</p>
<p style="text-align: left;">In a statement, the first-term congressman lauded the local government unit (LGU), headed by Mayor Victor James B.  Yap, Sr., for helping him bring the project under his Priority Development Assistance Fund (PDAF) to a successful implementation.</p>
<p style="text-align: left;">“Despite the slings and arrows and brickbats thrown their way, the local officials of Glan, led by my good friend and staunch political ally, brother Tata Yap, have proved themselves up to the task and worthy of my support,” said the congressman, who is deep in training up north for his next title bout in the United States on June 9.</p>
<p style="text-align: left;">The project, started in 2010, was the subject of a lot of controversy whipped up by a disinformation campaign launched by a vested group out to drive a wedge between the congressman and Mayor Yap in an apparent bid to wrest political control in the next elections. But the records and statistics are incontrovertible.</p>
<p style="text-align: left;">Two years into the project implementation, the Municipal Agriculture Office, headed by Mrs. Virgie Musa, has come out with a definitive report showing that all 14 barangay beneficiaries have received their respective allocations.</p>
<p style="text-align: left;">According to the report, all but 13 of the 188 cows that had already been dispersed to a corresponding number of individual recipients are alive and in good condition, and only 13 had either died or could not be accounted for.</p>
<p style="text-align: left;">This town was a recipient of the 2011 Seal of Good Housekeeping Award given to LGUs which have religiously complied with all the provisions of the Anti-Red Tape Act as well as the Full Disclosure Policy of the Department of Interior and Local Government with regard to project implementation and financial transactions.</p>
<p style="text-align: left;">“Simply put, there were no overpricing and other purported irregularities in the purchase and distribution of the cattle as being peddled by our political detractors,” said Mayor Yap, this year’s “Gawad Sikap” awardee as one of the most outstanding municipal mayors of the Philippines.</p>
<p style="text-align: left;">Most of the cows are already ripe for breeding, and under an agreement with the local government, which shouldered the transport cost and other ancillary expenses, the first calves will be farmed out to other beneficiaries.</p>
<p style="text-align: left;">“The individual recipients may keep the mother cow until the next breed, which they may keep, but will then have to return the mother cow to the LGU for re-dispersal, and so forth, down the line,” said Mrs. Musa.</p>
<p style="text-align: left;">A parallel project&#8211;this time involving the distribution of  “pakura” fishing boats to 108 small fishermen in the town’s 16 coastal barangays&#8211;has also gone through its initial phase.</p>
<p style="text-align: left;">“Our poverty alleviation program is right on track, thanks to Congressman Manny and other like-minded officials who truly care for our people in Glan. Other similar projects, designed to generate jobs and provide livelihood, are either in the works or already being implemented as I speak,” said Mayor Yap.</p>

			<content:encoded><![CDATA[<p>BAGUIO CITY – World Boxing Champ Manny Pacquiao might still be undecided on &#8220;prodigal&#8221; conditioning coach Alex Ariza, but if chief trainer Freddie Roach will have his way, he should be given the pink slip for abandoning the camp.</p>
<p>Pacquiao admitted to this writer that, indeed, Ariza had his permission to leave for the United States when they talked last Friday, but added he’s still doesn’t know whether he will be back.</p>
<p>Pacquiao added though that the coach promised to rejoin the team when the training resumes at the Wild Card Gym in Los Angeles.</p>
<p>“We will be seeing each other in L.A. when we move there and, in all probability, we will be talking about what will happen next,” Pacquiao told this writer.</p>
<p>The eight-division kingpin denied though there is a rift between him and his coach as some sectors speculated.</p>
<p>Roach, on the other hand, averred that Ariza ‘s decision to abandon the team in the middle of preparations for Pacquiao’s coming fight against undefeated junior-welterweight champion Timothy Bradley was unprofessional.</p>
<p>“He’s not a pro,” Roach told a pair of sportswriters lamented during the eight-division champion’s training at the Shape Up Boxing Gym inside the Cooyeesan Hotel here.</p>
<p>Roach’s statement was the harshest said so far two days after Ariza left for the U.S. in a huff purportedly to concentrate on Julio Cezar Chavez’s own priming up for his next fight against Andy Lee on June 16.</p>
<p>“What Alex had done is very unprofessional. He signed a contract to do a job and he practically rescinded that deal unilaterally. How can he do that? The 52-year-old five-time trainer of the year asked.</p>
<p>“Worse, he made the decision because of money. That to me is unacceptable,” Roach, who himself had recommended Ariza to Pacquiao, said.</p>
<p>Asked if there’s still chance for Ariza to reclaim his position, Roach retorted: “Well, we know how kind-hearted a man Manny is. It’s up to him whether to accept Alex anew. It makes no difference to me. If he’s back, I can still work with him. If not, we’ll have to move on.”</p>
<p>Roach, in an earlier interview last Sunday, said he himself will handle the conditioning aspect of preparations. “I have been doing that job all my life until Alex took over five fights ago.”</p>
<p>“I can still do it,” he assured, adding, that in the meantime, local boy Marvin Somodio will be assisting him in implementing the conditioning program.</p>
<p>Somodio, in fact, presided over Pacquiao’s stamina-strengthening regimen aided by assistants Buboy Fernandez, biometrics exercises, and Nonoy Neri in the champ’s roadwork.</p>
<p>Roach, likewise, denied misunderstanding between Pacquiao and Ariza was the reason for the latter’s departure. Not even the long-standing rift between the Filipino icon’s adviser Michael Koncz and the conditioning coach.</p>
<p>Ariza himself had been very vocal in saying in not a few interviews that Koncz and Pacquiao’s promoter Bob Arum had long been asking for his head.</p>
